The Justice Department on Tuesday tapped IIT Research Institute, a Chicago-based nonprofit contract research and development group, to carry out a technical review of its controversial "Carnivore" e-mail surveillance system.

The review was prompted by fears in Congress and elsewhere that the relatively new investigative tool might breach the U.S. Constitution's Fourth Amendment protections against unreasonable search and seizure, something the Justice Department denies.
