A good idea? Forthcoming legislation would wrest cybersecurity responsibilities from the U.S. Department of Homeland Security and transfer them to the White House, a proposed move that likely will draw objections from industry groups and some conservatives.

it's not like things are working all that great as they are is it? I mean at this point, NIST has all but shut down its US-CERT because of the DOH's pushing everything to NSA to handle and the NSA is grubbing for power. Look at the recent resignation as a sign they are really in charge over at NSA...so that being said, is it such a bad move? Might be a good thing to put it (oversight) back in the hands of the whitehouse and then delegated to a more civilan operation like US-CERT to take the lead, vice having the NSA looking up our backside all the time and creating volumes of policy like they do now.
