The IRS, backed by the White House budget office, is devising a Web-based system that would allow taxpayers to file their taxes directly on the agency's Web site, officials said yesterday. Initially, it would apply only to taxpayers with relatively simple returns and no itemized deductions. If the system worked well, officials said, it could be expanded to those with more complex tax returns.
